So, are we to believe no one told Josh to get another aency. What other agency? The FBI.

Assistant District Attorney Chris Abel:
I want to take a moment and introduce you to my Lt. Richard
Henderson. He will be your contact for this matter from now on.
I also wanted to share with you my position on the Waco
Special Investigation inquiry.
After careful consideration, I have relayed the following
information to my Ranger Chain of Command, and they have
approved this assessment.
I do not recommend that the Texas Rangers conduct this
investigation. If and when a prosecutor formally accepts the
case, I believe it would be in the best interest of the Division to
allow another investigative entity to handle it.
I am increasingly concerned about recent delays and the
manner in which this complaint originated, which may set an
unintended precedent for future special investigations or
inquiries and expose the Division to unnecessary scrutiny.
Additionally, the recent involvement of former Rangers in this
matter appears to have introduced elements of bias and
confusion, particularly where there has been limited
prosecutorial commitment.
What concerns me most is the growing outreach and influence
of persons who seem to be pursuing their own interests in this
case. Their contact with both headquarters and field personnel
has created unnecessary pressure and the perception of
outside interference. Such actions, especially during an active
inquiry, are inappropriate and risk undermining the
professionalism expected of our Division.
Our credibility depends on maintaining independence and
objectivity. Any external attempts to shape the outcome of an
investigation jeopardize the trust and integrity that define the
Texas Rangers. We must not allow outside agendas to
compromise our impartiality or reputation.
I intend to reaffirm that special investigations must remain
above any perception of influence or bias. As a Ranger, I have
an ethical responsibility to ensure that my actions and
participation uphold the highest standards of integrity.
Our policies are in place to preserve the fairness, consistency,
and independence that make this Division respected across
the state and the nation. It is my sincere hope that we remain
faithful to those principles, even in challenging circumstances.
