the jail might have been “fine” under armstrong, the same way it’s “fine” now. Fine does not equal good. The same issues the jail faces now were the same issues it faced then. so he fired some idiots banging during the academy…who wouldn’t? Lets not forget that one of those idiots was a hothead and was most likely on the track to being fired for something else…everyone said it when he was promoted, and they said it again when he went to the academy. The cpts and lts were powerless? no way. Nobody at the jail considers parnell their “boss”, and eubank and blossman had no influence on the jail. Their boss is their major, and the captains at the jail. None of which did any good in fixing the issues that they created. “Morale, arguably the biggest factor in the turnover rate, has been down because people were not treated well. You don’t need the sheriffs permission to treat employees well”.
