Is everyone scared to turn people “in” to law enforcement? Is law enforcement just totally useless?

Sad but all true. I worked there several years and saw the “chosen” employees double and even triple their salaries. Rampant spending without getting the normal required bids. Purchasing huge TV’s for director’s offices, $100k A/V system for board meetings, the list was endless. Everyone choosing to “work from home” whenever they felt like it. No accountability whatsoever. And none of the money spent was to aid the clients they were supposedly serving.
