MART, TEXAS — HOW DOES SOMEONE WITH THIS MANY RED FLAGS END UP AS POLICE CHIEF AND CITY ADMINISTRATOR?
After reviewing a 79-page personnel/background packet involving Shane James, one question keeps coming up:
Who thought this was a good idea?
This is not about one small mistake. This is about a pattern of red flags that any city should have taken seriously before handing someone a badge, a police department, and city administrative power.
According to the records reviewed, Shane James had:
• Only a GED listed for education
• A prior DWI arrest disclosure, even though the case was later dismissed
• Multiple prior employment issues, including terminations, resignations, suspensions, or being allowed to move on from jobs
• Disclosed workplace discipline and counseling issues
• Financial problems and heavy debt concerns listed in the background materials
• Personal-history disclosures that should have triggered serious questions during any responsible hiring process
• A work history that should have made any city stop and ask: “Is this really the person we want running law enforcement?”
And yet somehow, the City of Mart put this man in not one, but TWO powerful public positions:
Chief of Police AND City Administrator
That means Shane James was not just enforcing the law. He was also helping run the city.
That is insane.
When a city gives one person that much power, that person better be above reproach. The public should not have to wonder whether the people enforcing the law have been properly vetted. The citizens should not have to find out after an arrest that there were already background issues that should have raised serious concerns.
And now, after Shane James was arrested on May 14, 2026, the City of Mart placed him on paid administrative leave.
Paid.
So the public is left asking:
Who hired him?
Who vetted him?
Who approved giving him both jobs?
Who ignored the red flags?
And why are taxpayers still paying him while this mess plays out?
This is exactly why small-town government needs sunlight. Too many times, these officials hire buddies, insiders, or “good old boy” picks, then act shocked when the public starts asking questions.
A badge is not a participation trophy.
Running a police department is not a second-chance experiment.
And running an entire city should not be handed to someone who already had this many warning signs in the background file.
The City of Mart owes its citizens answers.
Not excuses.
Not “personnel matter” silence.
Not damage control.
Answers.
Because this man should never have been placed in a position where one arrest could shake both the police department and city administration at the same time.
