She earned her spot as a Lt. through years of service and work, she knew the in and out of the who jail processes. She knows everything about the jail, handled anything involved in criminal charges from intake to releasing. Dealt with bondsmen and the court. When she made Lt. she stepped up and out of her office to give presence and was always willing to assist. She kept everything business and got the job done.
As a side note several civilians were made into jailers without much of a choice other than getting another job.
